Charlene Brophy is FONEMED’s President and CEO. For fifteen years Charlene’s dynamic leadership style has resulted in stellar company growth domestically and internationally. Charlene led the development of FONEMED’s Population Health Management System for nurse advice services, chronic disease management, care transitions, and a health information platform, embracing technology as a means of providing scalable, sustainable, accessible care. She has been recognized by the Association of Registered Nurses of NL for Nursing Leadership, overseen an award winning Blood & Body Fluid Exposure Hotline for Florida State Hospital System, and won the St John’s Board of Trade Award for Innovation. She has authored and co-authored multiple publications and abstracts. She is a recognized speaker at the American Telemedicine Association Annual Conference and other international events in the areas of telehealth and nursing telecommunications.

Ken was a founding member of FONEMED LLC in 1996, of FONEMED North America Inc. in 1998 and of FONEMED Caribbean Corp in 2009. He was President and CEO of FONEMED from 1996 to 2013, and currently is Chief Development Officer and Chairman of the Board. He is an international authority on communications and information technology, author and frequent keynote speaker at international events. He is the former President of First Personal Communications Inc. and of Comunicaciones Magazine. Previously Ken was President H.W. Bush’s Senior Deputy U.S. Coordinator for International Communications and Information Policy. His distinguished career as a U.S. Foreign Service Officer included direction of one of the Government’s largest overseas diplomatic missions and of extensive global programs as well as the presidency of the American Foreign Service Association and awards from the Secretaries of State and of Defense.
Chief Technology Officer,
Seamus is responsible for software design, development, technology support and project management at FONEMED. His extensive experience in computer engineering includes software, design, development, testing, project management and IT strategic planning. He worked for some prestigious companies, and started several successful entrepreneurial endeavors. He started his first company while completing his Engineering Degree at Memorial University, providing jobs to twelve classmates. He then helped develop some of the first IPTV applications in the world for Microsoft while living in Dublin Ireland. He followed this up by starting his own IPTV company in Newfoundland, Canada. While running his company, he was asked to be the CTO of an IPTV company in Guangzhou China. He accepted the position while continuing to run his own company in Newfoundland.
Seamus received his computer engineering degree from Memorial University.
Medical Director,FONEMED LLC
Dr. Weaver is a member and Medical Director of FONEMED. He is a board-certified emergency medicine physician and was the Medical Director for St. Luke’s Hospital Level I Trauma Emergency Services in Kansas City for 17 years. In addition to emergency care, he is the Medical Director of the hospital’s Clinical Forensic Care Program (caring for Sexual Assault, Domestic Violence, Elderly and Child Abuse) and VP of Clinical Diversity. He lectures and teaches extensively on healthcare topics and is a Clinical Associate Professor in Emergency Medicine at the University of Missouri, Kansas City School of Medicine. He is currently a member of the Missouri Board of Health and Health Literacy Missouri and is currently on the Board of Directors at St. Luke’s Hospital. Dr. Weaver is one of 57 Cultural Competency Fellows, designated by the American Hospital Association and Health Research Educational Trust and was accepted into the first Disparities Leadership Program sponsored by Massachusetts General Hospital.
Dr. Weaver is a graduate of the University of Missouri at Kansas City School of Medicine.
He recently received a Certificate in Diversity Management from Georgetown University.
Senior Vice President,
Ms. Seroka brings 20 years of executive business and clinical experience in both private and public health organizations to Fonemed. As an industry expert in telehealth, she specializes in strategic planning and business development. Anna is responsible for Client Solutions within Fonemed’s Business Development and Sales efforts. Anna’s expertise as a clinician and in hospital administration affords her the ability to knowledgeably address client requirements assuring affordable solutions resulting in successful deliverables and outcomes. Some of Anna’s achievements include the implementation of a state-of-the-art medical call center in Colorado, expanding service delivery from 300,000 to over 5 million lives with 110% increase in revenue. She established the first public health preparedness hot lines in the States of Colorado, Nevada and Hawaii.
Anna holds a BS in Nursing from Cedar Crest College and a MEd in Adult Education from Lehigh University. She completed post graduate work in Health Care Administration at Penn State University and Sales and Marketing at the University of Colorado. She is a fellow candidate in the American Association of Health Care Executives.
Director of Canadian Operations,
George Tilley joined FONEMED in 2012 to assist with the development and growth of its Chronic Disease Management Initiative. He has in excess of 30 years of management experience primarily in the Canadian health care system where he has served as CEO of a provincial health and stroke foundation, a national health services research institute, a regional health authority, a conglomerate of acute care hospitals, a pediatric hospital, as well as a workplace health, safety and compensation commission. He has served on numerous governance boards and national health care committees. He has a Business Undergraduate degree as well as a Masters of Business Administration.
